Hogyan változtatta meg a felsőoktatási törvény módosítása a disszertációk kezelését az Eötvös Loránd Tudományegyetemen? Milyen informatikai háttér és munkafolyamat kialakítására volt szükség?

A 2011. évi CCIV törvény módosítása előírja az 53/A. §-ban, hogy a disszertációkat DOI-számmal (Digital Object Identifier) ellátva, elektronikus formátumban kötelező nyilvánosan elérhetővé tenni. Ennek megfelelően készült el 2013-ban az ELTE Egyetemi Doktori szabályzat módosítása. A szabályzat értelmében a 2013. augusztus elseje után indított fokozatszerzési eljárás keretében születő disszertációk DOI-azonosítót kapnak, és bekerülnek az ELTE Digitális Intézményi Tudástárba (EDIT) és a Magyar Tudományos Művek Tárába (MTMT).

Előadásunkban ismertetjük a kialakított munkafolyamatot, amelyben az Egyetemi Könyvtár munkatársai a doktori hivatalokkal együttműködve végzik a meghatározott feladatokat. Kiemeljük a nyilvánossá tétel feltételeit és a kapcsolódó adatbázisok szerepét: Országos Doktori Tanács védések (doktori.hu), MTMT, Egyetemi Könyvtári Szolgálat integrált könyvtári rendszere (Aleph). A több éves tapasztalat alapján bemutatjuk az eljárás pozitívumait és a felmerülő kérdéseket, problémákat is.

Ph.D. theses in the cloud: Electronic Ph.D. dissertations handling at the Eötvös Loránd University

How have been changed the method of handling Ph.D. theses in the Eötvös Loránd University due to the modification of the higher education law? What kind of IT background and supporting workflow should be established?

The modification of the CCIV law from 2011 orders in the 53/A. § that every Ph.D. theses in Hungary shall have a DOI (Digital Object Identifier) and shall be publicly available. The Doctoral Regulations of Eötvös Loránd University was changed in 2013 according the new legal requirements. According to the Regulations, the Ph.D. student who initiates the doctoral procedure after 1st August 2013 shall request for a DOI for the theses and the doctoral thesis and its abstracts shall be made accessible entirely in electronic format via the ELTE Digital Institutional Repository (EDIT) and to the Hungarian National Scientific Bibliography (MTMT).

In our presentation, we will present the workflow in which the librarians of the University Library and the doctoral school offices are working together. We will expound the criteria for the approval of the theses in the repository and the databases connected to the process: Hungarian Doctoral Council - Theses defended (doktori.hu), MTMT, integrated library system (Aleph). Based upon years experiences we will show the advantages of the workflow and the questions raised by it.
